Spotlighting another border point, the ‘rogue channel’

GS-3 Security Challenges and their Management in Border Areas – Linkages of Organized Crime with Terrorism.

Context

The Union Home Minister visited the "Harami Nala" and Border Observation Posts (BOPs) of the Boundary Security Force (BSF) in the Sir Creek area of Kutch, Gujarat, near the international border between India and Pakistan.

Harami Nala has a reputation for having severe conditions and has repeatedly been the site of cross-border mischief and mistreatment associated to infiltration.

About Harami Hala

· Huge marshy mudflats that are prone to both low and high tides line the waterway, which flows from Pakistan to Kutch south of the Vighakot area in a west to east direction.

· For about 22 odd km of the channel, the "vertical line" of the IB between India and Pakistan, which is not in question, is situated on the Indian side.

· The Chini-Bandh (China Bund) on the Pakistani side keeps certain localities from being submerged by tides.

· There is an abundance of fishing, especially for prawns

· Summertime temperatures exceed 50 degrees Celsius.

· The marshy terrain precludes the Indian security personnel from accessing or patrolling on foot during low tide.

· Pakistani fishing boats attempt to approach the Indian side of the Harami Nala due to the possibility of bigger fish catches.

· The Indian side of the Harami Nala is entirely uninhabited, save from the factories that make compounds like salt, bromide, and other chemicals.

Efforts being taken to enhance surveillance in the area

· By facilitating the berthing, repairs, and maintenance of larger boats, including floating BOPs, the Mooring Place project, with a budget of 257 crore, will enhance the BSF's capabilities in the Creek area.

· In the observation post tower along the "vertical line" of the International Border (IB) with Pakistan, contemporary, high-resolution pan-tilt-zoom cameras have been placed, giving real-time video monitoring and constant vigilance over the areas adjacent to Harami Nala.

· The "secure border" plan put forth by the prime minister consists of a number of measures.

· Access to the Harami Nala entry site on the Indian side was difficult due to a lack of infrastructure before the purchase of all-terrain vehicles (ATVs) and customised scaffolding on the bank of the canal.

· However, things have changed for the better, making it simpler for BSF agents to put small surveillance boats into the waterway.


Conclusion

The BSF is facing new difficulties as a result of terrorists and other criminals using drones and other unmanned aerial vehicles (UAVs) to smuggle weapons and contraband across the border. The Home Minister's visit will boost the morale of BSF soldiers and demonstrate the government's commitment to supporting their work to protect the border.
