Context

India's Goods and Services Tax (GST) receipts are under threat due to sluggish growth and irregularities in import-related income, according to recent projections.

Concerns About GST Revenues

• Declining Growth Trend: In September 2023, the growth rate for GST revenues was 10.2%, the lowest since July 2021, suggesting a decline in the industry.

• Factors Influencing the Slowdown: From 18% in June to 14% in the past two months, the growth in revenues from both domestic transactions and services imports has slowed.

• Impact of Pending Dues and E-Invoicing: Businesses have been adding pending dues to September's revenues ever since the GST regime began in 2017–18. Mandatory e-invoicing for companies with yearly revenue more than 5 crores as of August 1 further hampered compliance.


Analysing Trends

• Diminished Revenues from Goods Imports: There have been significant declines in revenue from goods imports this year, which has raised concerns about possible revenue leaks.

• Unusual Import-Related Revenues: Although goods imports hit a nine-month high of $58.6 billion in August of last year, September's revenues were 5.7% lower than August's of the previous year.

• More research is required: An extensive investigation should be conducted by authorities to detect any potential income leakage in the import sector.

Macro-prudential stability

• Good Fiscal Outlook: India's GST revenues for 2023–2024 are expected to reach over 9.92 lakh crore, an 11.1% increase from the previous year, with an average monthly revenue of 1,65,418 crore.

• Festive Season Boost: It's predicted that the current holiday season would keep receipts above 1.6 lakh crore this quarter, offering a comfortable margin for the government.
